First: Clearing the lands and handing them over to their owners.

The governorates, districts, and districts of the Northern Region Center are characterized by the abundance of pollution with explosive devices and war remnants as a result of their occupation by the terrorist ISIS, which affected the displacement of families from their areas of residence, as well as their abandonment of their places of work in terms of economic, industrial and agricultural aspects. Establishing factories for explosive devices, creating and manufacturing types of locally-made projectiles of non-standard and regular sizes (internationally traded mortar and artillery shells), by controlling the machines and equipment belonging to the population, and planting vast areas with explosive devices in agricultural areas, as they are open lands surrounding the governorates controlled by them out of fear From the entry of government forces into the occupied governorates to liberate them, and the cultivation of IED fields was in the form of defensive lines.

One of the first priorities was to clear the residential areas and infrastructure to return the displaced by the governmental effort represented by the Ministry of Defense and the Ministry of Interior (Directorate of General Civil Defense and Directorate of Explosive Control), as well as the presence of organizations working on surveying and removing free of charge in infrastructures such as (MAG, FSD, DDG, NPA) as well as companies such as the American Janice Company contracting with the Al-Fahd Company for mine and unexploded ordnance removal and the British company Optima contracting with the Danube Company for unexploded ordnance removal. Each governorate for the areas liberated by all the above-mentioned parties.

Northern Region Center Operations Division:

The Operations Division supervises and follows up the survey and clearance work carried out by all parties working in mine affairs.

Conducting non-technical NTS surveys of dangerous areas in the liberated governorates, with the support of government agencies.

Second: Rapid response:

The military engineering battalions, explosives control, and federal police teams present in all governorates respond quickly to citizens’ complaints and reports in the event of contamination with explosive devices or war remnants present in residential areas or industrial shops, by calling the operations commands located in the governorates. In the liberated governorates, work orders are also issued to non-governmental organizations working in the line of removing explosives in the areas they work on.

Third: Training of demining teams

Every organization or company is subject to a training program for new employees working in the field of demining.

· Training teams working in demining to renew information twice a year, as well as when feeling the urgent need for that.

· Retraining for teams that have an accident on the job.

· Retraining for the teams if the committee formed in the northern region center submitted a report showing the team's ineligibility to work.

Fourth: Monitoring: The presence of a committee formed from the Operations Division in the Northern Region Center to monitor organizations and companies periodically, as well as the governmental effort represented by the Ministries of Defense / Civil Defense Directorate / Treatment Division and Explosives Directorate in all liberated governorates.

Fifth: Capacity Building and Lessons Learned:

The Northern Region Center, through its subdivisions, strives to develop the mine action program in Iraq by planning to build national and local capabilities to increase production and reduce costs through contributing elements.

Local and international organizations and companies operating in the mine action program train their employees according to national standards and follow up on the development of their capabilities and skills.

Seeking to build local capabilities within NGOs for the purpose of reducing costs.

Assisting organizations and companies working in the field of mine action to improve the performance of their work, monitor them closely, overcome the difficulties that permeate the work, and find solutions to their problems and obstacles.

As a result of the work, the Northern Region Center has achieved remarkable progress in the field of cleaning contaminated lands, in coordination with the supporting government agencies, organizations and operating companies, despite the many and great challenges that the center faces, since booby-trapping with explosive devices is a new pollution for our country, knowing that the polluted areas are large and the number of workers in removing the devices It is not commensurate with the size of the existing pollution.
